Q1. Discuss the significance of the war powers of Congress
The war powers of Congress are provided in the War powers act which is a law that provides for the president to get consent from the U.S. Congress before committing the country to any armed conflict. The war power of Congress requires the president to give a notification to the Congress within 48 hours if he commits to doing so. It also forbids the United States armed forces from remaining in a state of conflict for a period of more than 60 days. After the 60days, the president in power needs to seek another authorization from the U.S Congress. This provision ensures the protection of the Nation since with only one person, the president making decisions concerning the war, he may act against the will of many who are represented by the congress.

Representation refers to citizens being elected by fellow citizens to a political office to represent their will and interests. This happens since unlike in the democratic Rome, in large modern nations, it is impossible for all the citizen to assemble and represent their interests when it comes to making decisions that will affect them. Representation ensures there is efficient decision making since there is a consideration for implications. The representation which has structural factors like age, gender, religion, ethnicity, caste and class ensure all kind of people within the nation are well represented in political offices to guard their interests during the making of governmental policies and legislation.

Power incumbency is the use of an elected officer by a representative for their own political gain. One of the ways of reducing the power of incumbency would be reducing the term limits for political leaders. This would ensure that the elected representative does not stay in office for such a long time to gain so much power and abuse the office power. It also would help in reducing the incumbents’ time in the office and give a chance to another person to serve the people.
