Growth management involves a set of methods or techniques applied by the government to make sure that effective and efficient services are available for the increasing population. Growth management not only considers government services but also other demands such as preservation of open spaces, affordable and sufficient housing, delivery of public utilities and preservation of historic sites and buildings. I would suggest that the Planning and Development Department of Detroit to use zoning and growth boundaries methods to maintain growth management. Zoning method can be used to regulate the use of land and structures. Through zoning, Detroit will be in a position to determine where various kinds of land use such as industrial, commercial, residential, recreational, etc. will be located. Growth boundaries, on the other hand, will help to the Planning and Development Department to identify areas that are suitable for growth and areas that should be conserved (Dierwechter, 2008).
Part 2
The State has done and has continued to implement several urban management strategies to help manage urban growth and development. With the help of The State, local urban authorities can manage urban growth more effectively than when working independently. I believe that The State is a key player in managing urban growth and should collaborate with local urban city authorities for an effective and efficiently planned urban growth (Bengston, Fletcher & Nelson, 2004).

Although the Federal government provides the impetus for environmental planning and improvements, local planners in the City of Detroit can still seek local improvements with the limited funds from the Federal government. It can be achieved by consulting with both the local community and federal government agencies to determine the priority areas for improvements with the allocated budgets (Arbury, 2005). 
Part 4
The governmental system in the United States consists of 3 levels which include local, state and federal. The three levels of government collaborate to implement federal programs, policies and mandates related to economic growth, education and environmental management. Local, state and federal governments can work together to implement Economic clean up in urban cities through working together of agencies in each level. The agencies in federal level will develop the clean economic policy and the state, and local governments will implement it at their respective levels (Randolph, 2004).
