The aim of this write-up is to evaluate two federal government programs and give recommendations to President Trump pertaining to the focus of his congressional political influence. The first one is believed to be working for the holistic wellbeing of the people and the other against the promotion of general welfare.
EVALUATION AND ASSESSMENT
Part 1. The agency of AHRQ (Agency for Healthcare Research and Quality), under the HHS (Health and Human Service Department), conducts R & D activities on the health delivery system of the United States of America (“About AHRQ”). It encompasses multifarious programs such as AHRQ Quality Indicators and the Academy for Integrating Behavioural Health and Primary Care; renowned for its evidence-based practices and influential impact on transforming safety, efficiency, and quality of disseminated healthcare. It is imperative that such federal level public health programs are strengthened due to your political influence and backing in the congressional budget proposal of 2018, ensuring exploration and remediation of various behavior ailments plaguing the adolescents and adults of this country (i.e., gun violence, drug abuse and suicide). Administrators and bureaucrats together with their respective departments have successfully avoided such topics deliberately due to consequential implications and dangers it poses for the prosperous gun industry and it is your influence that is needed to break such monopolies, constituting of organized professions, party bosses, and businessmen (Wilson 147).

Part 2. The second example is that of the community learning center programs aim at providing non-school hour opportunities for children associated with destitute families and underperforming schools (“21st Century Community Learning Centres”). The 21st CCLC (Century Community Learning Centres) program spending, conceived by the $40 million congressional appropriations in 1998, rose by a staggering percentage of 2400% in just 4 years (i.e., $1 billion) with no significant increase or benefit seen in student outcomes. Instead, the service deteriorated with most of the performance targets unaccomplished, set by the U.S Department of Education, for the fiscal year 2009 – 2010. More than 12 billion has been wasted on this program, and it is my request that you utilize your presidential influence to revamp such programs to build proven resiliency and character in students. The current administrators and legislators have allowed the elimination of this program but not the concept. They have allowed states to enact similar after-school programs, conducting under varying titles and names. Such legislators are against the principles of the political culture defined by the U.S public administration (Henry 18). It is my personal opinion that evidence-based interventions should be enacted and these programs have much “uncontrollable spending “in proportion to the federal budget (“Who are the Bureaucrats”).
