The book specifies that the responsibility of preparing an emergency plan lies with the local authority. That is in the events of industrial accidents which in most cases are unnatural. There must be a liaison between the organization team for preparing the plan with the local authority to provide the necessary information to assist in the task. The works management in the company should provide technical advice to the outside organization making the plan.

The book starts by giving examples of an earthquake in different parts of the world. The two discussed cases include the Kobe earthquake of 1995 and 2011 earthquake in Geje. The book also goes ahead to identify the role of disaster management plan. The plan is prepared to guide the efforts of disaster management. The preparation procedure is carried out through three different phases that are listed below:
Mitigation and preparation;
Response;
Reconstruction and recovery.

When a society is stable, it minimizes the chances of being exposed to human-induced risks that also affects the environment. The nature of the culture at both personal and social levels determines how people may become either victims or resilient to hazards.

The book also advises researchers to develop a consensus about the meaning of a disaster and relating phenomenon. Additionally, there have been increasing cases of terrorism, and therefore, it is essential to classify the catastrophes, either natural or unnatural. Does some events of riots, nuclear power plants and land subsidence type of disasters, if so which one?

Shelley and Markley state in this book that Emergency Response Planning has to be done before cases hazardous incidents. The fire services have familiarized it with the preincident response plans and the procedures of standard operations. To plan is to identify the probable scenarios of fire outbreak that are likely to occur within a jurisdiction that may need to be attended to in case it happens. Collaboration with outside fire response organization is recommended during the plan preparation.
