Proposed Rule 65C-13.025 Initial Licensing and Unified Home Study
The proposed rule generally seeks to create an alignment between the data required during the initial licensing unified home studies for all people applying to be foster parents with the requirement of the applicants for adoption (Florida Department of State). The rule requires that all applicants for foster parenting chances must provide the right information regarding their lives, and cooperate with the child-placing agency officials to allow them to conduct two inspection visits to the applicant home. Among the important data collected by the officials are the conditions of the outdoor and indoor premises, and the information collected through one-on-one interviews with all members of the household.
The rule also requires that the applicant for foster parenting provide all the required demographic, employment, and financial capacity data to prove their ability to take good care for applicants for adoption. Verified background checks are also conducted to ensure the safety of the adoptees in the hands of the foster parents. The law is seeking to align this data with the data provided by the adoption applicants to always come up with the best matches between foster parents and the adopted children.
The law is important not only for the adopted children and their foster parents but also to the society because the process of upbringing children greatly determines their life directions and their actions in society.

Because of this, society should always support rules and policies that ensure that children are brought up in good homes that will model them into becoming productive members of the society. This rule is, therefore, highly likely to be successfully passed and also successful in fulfilling its intended agenda which is to ensure welfare for the adopted children in foster families. The burden expected to be faced in enforcing the law is not heavy relative to the benefits, as the only major challenge that may present itself is the setting up of the systems, both procedural and technical, of implementing the law if passed by the assembly. The ease in its implementation is due to its practicability and simplicity.
Citizens who wish to get involved in the rule-making process of the law under discussion can do so in one or several of the methods of public participation provided for in the law. They should also be aware that public participation is not just a single event, but it is a process that requires consistency and willingness to go the whole length to have the intended and sufficient influence in the rule (United States Environmental Protection Agency). One way in which they can engage in the process is by information giving. This is mostly done by attending public forums debating the matter and raising one’s concerns on the same for fair deliberation, or by visiting the office of the organization that initiated the law, which in this case is the Department of Children and Families.
Citizens can also participate in the rule-making process by giving their opinion through involvement in the data gathering stage of the rule formulation. All rules that affect the public are required to pass through the court of public opinion which is sought through various research methods like the use of questionnaires and organizing conferences in which people can voice their issues of concern regarding the matter in question, which in this case is the amendment in the initial licensing and unified home study methodology.
