The Frontline article is a great read. The changes described in the article are very desirable. The changes in the legislature will address some pressing issues affecting the juvenile correction system such as racial bias and overcrowding. Studies show that most black and Latino youth; who are the minority, are likely to be dealt with more harshly than their white counterparts for committing the same crimes. As a result of the above factors the risk of black and Latino youth being incarcerated is significantly high (Nellis et al., 2008), while their white counterparts go off the hook. The Federal government has started a program to help school administrators shed racially biased attitudes. The Justice Department is now targeting investigations that may have been marred by racial bias. These interventions can help reduce incarceration of minority youth most of whom are leaving school and entering prisons (Bishop, 2000).
The proposed reforms such as spending more money on education initiatives rather than detention facilities are more likely to ease the problem. Tough measures such as incarceration have not delivered as expected; more than 60% of locked up juvenile delinquents re-offend (Childress, 2014). Research shows that incarcerating juveniles without treatment or rehabilitation delivers minimal benefit (Fagan, 2008). Investment in education is the better alternative, it gives children an opportunity to live up to their potential and become an integral part of society, and it is also easy on the tax payer’s money.

From her writing it is clear that Janelle DB has a grasp of the issues at hand. The only problem is that she is contradictory about her perspective. She condemns the `get tough’ measures which have resulted in high rates of youth incarceration, criticizes the proposed measures and doesn’t field an alternative solution. Janelle claims that the process of making laws is flawed by corruption therefore the resulting laws are not efficient.

Cleo DB’s is an articulate writer however his opinion differs from his supporting arguments. Cleo DB is of the opinion that the changes; are very undesirable and then pleads leniency for the youthful offenders. Cleo agrees with the proposed measures but questions why there are no talks about treatment and rehabilitation. Overall Cleo’s article is a good one, but the writer misses some points.
