Introduction

Throughout the centuries, countries that have the power and leadership of imposing a new international system have emerged. In this century, that power is the United States. From the First World War when they entered the international field, they showed the strength and ideals to maintain themwhich should be based on collective security, eliminating the balance of power imposed by Europe.

Developing

Each approach, both the balance of power and as the American ideals have been created by the context in which each region passed. The United States was in a virtually empty continent and should not worry about the balance of power, in which other powers would like to intervene. On the other hand, in Europe, the balance of power worked for 300 years, where it depended on the force to eliminate the adversary. But in 1914, this system failed, eliminating the possibility of Europe from leading worldwide, entering the United States to international arena.

As mentioned earlier, the North American country entered international affairs due to the failed international European system and, in addition, for its growing power. Theodore Roosevelt and Woodrow Wilson promoted this country to play an important role in international relations. However, these presidents had two different ways to see the role of the United States. Roosevelt believed that a global balance of power could not exist without the United States.

Wilson believed the United States had the responsibility to disseminate the values of the nation.

The ideology of Americans was that countries could live through cooperation, as partners;and Europeans, directed the international system as a competition between nations with their own interests. Because the United States, until today, promotes that peace depends on democratic institutions, they give cause to the constant wars that institutions in Europe do not value freedom and fundamental rights of citizens. On the other hand, the United States remained out of what happened on the other side of the ocean;

It was until the Monroe doctrine occurred and any European colonialism was excluded in the American continent. The Monroe doctrine was proclaimed (1823) so that Europe did not get into affairs of America. In this doctrine it was noted that the United States would go to war to protect the continent, since it came to the European continent as a threat to the peace and security of this nation. However, years later, the United States did not behave very different from European expansionism ideas, imposing strength to attach different regions to its country.  

They justified these actions saying that they could be a threat to the security of the Americans, as did the Europeans. That said, Roosevelt gave a different perspective to the Monroe doctrine, in which the United States would not remain away from international affairs. In 1904, President Roosevelt proclaimed a "general intervention law", in which this nation could exercise "international police power". This president thought that the North American country should no longer be isolated.

According to his criteria, he must be part of the new international system and stay through the fight. Because of this, Roosevelt began to feel identified with Great Britain and France, so when wars began in Europe, he has allied with the triple entente, and thus entered World War I. On the contrary, Woodrow Wilson thought that the United States should be maintained as a mediator, spreading its values of freedom and democracy. Wilson thought that the American nation must worry about humanity.

Anything that threatens humanity, involves everyone, taking into account this, you can see its involvement to World War I, as a commitment to all states. As a consequence, Wilson presented the fourteen points, where I explain the objectives for the nations involved in the war, and that this will entail collective security that, when any state that threatened this peace, should be punished. Because of this, the society of the nations was created as the new world organization.

In short, the United States sought to dominate with a new international system the 21st century, as Europe did it for 300 years with the power equilibrium system. The power achieved, quickly, was what boosts them to the international stage, presenting itself as a world power. Retaking the idea of Roosevelt and Wilson, as these presidents marked the passage for the introduction of the North American nation.

On the one hand, Roosevelt made fun of Wilson’s ideology because he believed that his idea that peace was a nature of man was utopian. However, Wilson was the one who stood out of the two. Woodrow Wilson was the creator of a new world order. And these ideas are those that were resumed for the United Nations Organization at the end of World War II.
