Ethics of public service
Ethics is defined as a method of evaluating the standards of actions as well as their outcomes. According to the philosophical perspective, for example, utilitarianism defines ethical as a tradition which directs people to make informed decisions in which they are accountable for the outcome of their actions and a utilitarian would favor the benefits from a large group of people benefiting from the protection of the endangered species more to the small group of the farming community. In this paper, we will engage in the ethical concerns to consider to terminate a water service to a local farming community due to endangered species loss of habitat. We will use the ethical standard framework based on the fundamental human rights. Access to land, the creation of property rights and access to the natural resource is one of the ethical concerns to consider before taking any action on terminating water service. Ownership of a farming land is an important component in inhibiting natural resources from destruction (Denhardt et al, 25).
Another ethical issue to consider: the benefits and costs which will come along with the action. The costs of closing water service to a community is that food production in the economy will reduce and their food security will dramatically be reduced. This will mean that the price will increase (inflation) for the food products and there will be inequality in food distribution since the poor will be worse off and the rich will be better off.

The benefits to the action, the endangered species will be protected from the loss but it will cause unequal distribution of land, contributing to inequity by lowering the productivity of the economy in terms of labor and the accessibility of markets for the poor will be prevented. Also, violence to land expropriation is increased thus violating the fundamental human rights of landowners. Therefore, we have discussed the use of international human rights to address the ethical issues of public service (Denhardt et al, 201).
