Within the framework of freedom of expression, which in all its senses must govern in a civilized society, the freedom to exercise faith according to personal convictions is indisputable, and no one (whether west or east), can, through force, pretend to generate changes according to their preferences or conveniences.

Each individual is free to choose how to establish their link with their God, regardless of whether that link is called Islam, Judaism or Christianity, so any value judgment only contributes to generating socio-cultural frictions that are gradually expanding theGaps and finally constitute or generate the causes for possible radicalization.

  • Generation of resources through illicit businesses such as drug trafficking, arms trafficking, falsification, money laundering.
  • Shelter establishment.
  • Establishment of training fields.
  • Start of the radicalization processes of followers of Islam, to initially use them in other parts of the world.

3. Iran (permanent support of Hezbollah), through its close links with countries in the region, particularly with the Venezuelan regime, has initiated a process of approaching Latin America and the followers of Islam.

4. Among the most critical regions of the region, the so -called triple border (where Brazil, Paraguay and Argentina) stands out, due to the existence of various conditions that facilitate terrorist actions, particularly the generation of resources for the support of the terrorist action in otherparts of the world.

Referring to the measures adopted to prevent and combat terrorism:

Having defined terrorism as a new threat to state and regional security, and with the purpose of preventing and combating terrorism, various measures have been adopted, among which they stand out:

1. At regional level:

  • Creation within the framework of the O.AND.A., of the Inter -American Committee against Terrorism.
  • Generation through the Inter -American Convention against Terrorism of State and Regional Mechanisms to combat money laundering and terrorism financing.
  • Issuance of the document called "Technical Evaluation-Comparative Analysis of typologies and patterns of money laundering and terrorist financing in three free trade areas of Latin America", where concepts are established, determine critical areas and recommendations to combat the financing of terrorism inAll its forms.
  • Recognition of various terrorist groups such as such (Brazil, Argentina, Paraguay, Uruguay).
  • Generation of a record with activities and people linked to terrorism, which facilitates combat and provides a clear position of countries, against terrorism (Argentina, Paraguay, Uruguay, Brazil).
  • Creation of the Triple Alliance Tripartite Command (Argentina, Brazil and Paraguay).
  • Creation of group 3+1, which includes those already mentioned and EE.UU, to enhance action in the Triple Border Region.

two. At the national level:

  • Approval of the law no. 19749 "Against the financing of terrorism and proliferation weapons of mass destruction".
  • Creation of the Coordinating Commission against Money Laundering and Terrorism Financing.

Referring to Islam:

a. Due to the lack of reliable information in reference to Muslims in South America, carry out a process through the Islamic centers of the region, to collect data referring to:

  • Amount of Muslims per country.
  • Amount of Muslims Converts.
  • Regions where they live.
  • Relationship to society.
  • Socio-economic situation.
  • Links with their countries of origin.

b. Generate the necessary knowledge by society to facilitate integration and avoid the radicalization of them.

At regional level:

(1). Create at the regional level a strategic center for the fight against international terrorism (C3I2S), with the purpose of:

  • Monitor world and regional terrorism.
  •  Maintain an (common) updated list of state and non -state individuals and organizations linked to international terrorism.
  • Generate an anti doctrine and common councilor.
  •  Create a common action protocol before a terrorist action (before, during and after action).
  • Anticipate terrorist actions in the region.
  • (Avoid the radicalization of individuals.
  •  Create a digital intelligence network, which facilitates communication and exchange of information in real time.

(two). Create a cybernetic center with the purpose of avoiding, limiting and/or minimizing cyber -terrorism actions.

(3). Create the Regional Training School in the fight against international terrorism, with the purpose of:

  • Unify operational conceptions in the fight against terrorism.
  • Provide common training at strategic, operational and tactical level.
  • Plan exercises annually in different countries of the region, which include command and control media, as well as operations.
  • Plan and conduct an event/evaluations annually in which the contributory forces throughout the region participate, in which common techniques and tactics are put into practice.

(4). Establish a common fund tending to solve the training, operational and logistics activities of regional organizations.

At the state level:

  1. Continue advancing in the establishment of regional joint security protocols, with the purpose of enhancing border control capabilities.
  2. Enhance state intelligence services, orienting them towards the search, monitoring and control of potential or emerging threats.
  3. Adopt measures aimed at minimizing corruption, particularly from political systems and security services.
  4. Increase regional cooperation in security issues, which allows the fluid exchange of information at the state level and intelligence services.
  5. Emphasize the creation, operational and logistical support to an integrated system of terrorism response, which integrates under a common command:
  •  Command and control organs.
  • ANTI and CONTRIERRORISTA UNITS.
  • K-9 dog equipment.
  • Detection, management and deactivation equipment of terrorist artifacts.
  • Air media that facilitate movement anywhere in the country.
