Nurses should practice to the full extent of their education and training
There are several barriers that tend to limit nurses from responding quickly to a given change and also developing health care system. The IOM has suggested that the federal trade commission(FTC) implement some reforms to ensure that the most competitive and cost effective health care providers are maintained in the health care system.
According to the IOM is that if nurses are allowed to expand their scope of practice, Medicare, and private insurers need to allow nurse practitioners to provide patient care as well as make clinical decisions and they are to be paid directly for the services that they offer.
This message also talks about high turnover rates among nurses. According to IOM is that the turnover rates, especially for the newly graduated nurses, are too high. Many talents are lost before they become fully developed. The IOM has recommended the need to focus on the transition of nurses from nursing school to practice (Blair, 2015).

These states have various laws and regulations that stipulate the scope of practice, and therefore they tend to limit what nurse can do. The IOM, therefore, recommends that clinicians be left to do what they were trained to do regardless of the state that they operate.
