Chronic non -transmitible (ECNT) diseases are a public health problem, due to socio -economic damage at the local and world level, which occur in the people who suffer from them. The International Diabetes Federation in 2015 worldwide, 415 million adults between 20 and 79 years were diagnosed with diabetes. Which leads them to estimate that by 2040 in the world 642 million people live with this disease. The most common causes for diabetes are: poor diet, sedentary lifestyle, overweight and obesity, tobacco and alcohol consumption;Excessive salt consumption, sugar, saturated fats and trans fatty acids.

The MSP manages health promotion and protection programs, which include: maternal-infantile health, healthy child inspection, timely detection of cervical cancer, immunizations, epidemiological control and surveillance, etc. It promotes the improvement of the environmental environment and strengthening of psychosocial and cultural environments, through management programs and projects. Likewise, he is directing the development of the Initiative of Healthy Schools with the support of the Ministry of Education, and the development of healthy municipalities together with the Association of Municipalities of Ecuador (AME).

MATERIAL AND METHODS

In total, 24 bibliographic sources were selected between them primary sources, secondary and an interview.

RESULTS AND DISCUSSION

The analysis of national legislation regarding health promotion is oriented to the five areas of action of the Ottawa Charter:

1. Public policy approach to health

two. Establish support environments both in their physical and social dimensions

3. Strengthen the community actions of social participation

4. Personal skills development

5. Reorientation of health services.

CONCLUSION

Health promotion consists in facilitating peoples the necessary means to improve their health and exercise greater control over it. Therefore, the MSP generates several strategic planes by centralizing in vulnerable groups (mothers, infants and the elderly), as well as the rest of the population. 

For the mother and newborn group, it generates the breastfeeding program, in order to inform about the importance of it and help in the infant’s nutrition, so it tries to direct the prevalence of breastfeeding exclusively the firstSix months of life. Another strategies was the healthy eating promotion in the National Education System, aiming to decrease obesity and overweight cases, in children and young people, etc.

It can be concluded that the main objective of the MSP regarding health promotion, seeks to generate changes for the population in order to prevent diseases, providing healthy environments (clean municipalities), quality of life (physical activity) and reorient services (Healthy hospitals)
