Citizens must have an active participation such as: the vote, the referendum, methods of request rights to an entity, guardianship actions and popular actions to be able to assert their rights and not let them be violated and of thisway to be able to do justice to any irregularity that is presented or that attempts against their rights.

Vulnerability and exclusion in Latin America has been marked since the principles of the Charter of Virginia of 1776 and the declaration of man and citizen of August 26, 1789 with the exclusion of rights to women and non -owners, therefore, years later the same rights must be demanded for all giving evolution to citizen justice and generating equality for all.

In order to attack injustice from ethical-political positioning we must take into account that citizens go beyond just waiting what benefits we have, so that this happens we must have a good participation in all fields and at all times we must learn more every dayand acquire good knowledge that helps us maintain a good social field, with globalization we must understand that they will have to create associations among citizens to generate positive changes that benefit us all, taking advantage of technology and all new means of informationthey have arrived.
