However, this has been proved to be the most challenging practice due to varying methods of data collection as well as interpretation. Moreover, the social and political situations within which health changes are executed vary between countries hence making it hard to relate data from different states as well as arriving at a common conclusion.

This implies that different nations have a different percentage in population coverage and cost incurred. Also, the problems could be avoided by using global information that is in comparable form.
Given a chance I would choose among countries with the best health systems, I would go to France.

Human beings are expected to live up to their life expectancy and death should happen in a particularly natural way.
