Due to attacks on the Us Embassy in Pakistan, the US government created a local guard to provide security services in the Embassy. When a contract is given to those, who will provide the security services certain laws and steps are considered. The office of Inspector General evaluates the function of the Pakistan local guard
In 2007 a contract was given to Pakistan Local Guard Force which consisted of 1 base year and four option years. The contractor was to provide total security which included to protect life and maintain order (Cordesman, & Kleiber, 2007). Contracting officers’ representatives help in the development and administration of the contract; it also reviews all the invoices through security program officer who is a COR member. The OIG evaluates whether the local guard mages its personnel and the invoices of the contractor are well viewed. According to the findings by the OIG in June 2011, they were a poor replacement of guards. A contractor is expected to conduct investigations on guards, and the results are to be submitted for approval before the guard’s reports on duty. On June 6, 2016, 52 guards went on strike, and the contractor replaced them inappropriate resulting in the department not approving 12 percent of the total number of guards.
According to the recommendation by the OIG the terms and conditions of the contract should be included in the reviews and all guards working on the Pakistan local guard force should be enrolled in the Employees Old Age Benefit and their accounts should be credited in their accounts.
