The federal governments make decisions concerning which population is entitled to mandatory benefits from the services provided by the Medicaid and the population which falls under the optional category. Additionally, it states the benefits which must be covered compulsory and the ones which are optional (Price, & Eibner, 2013). The federal government is in a position to decide on how Medicaid provides benefits in various states. It may decide only to cover the mandatory benefits leaving out the optional benefits. Such creates serious issues since some individuals who could be having the same issues may have different experiences as they are entitled to separate eligibility and service programs in various states. The benefit with this is that both doctors and the patients have the freedom of choice. The doctor may choose places where they are comfortable working, and the patients can choose the doctors they want to receive care from.
In the United States, medical care is quite high, and the individuals are left in trouble due to non-uniform health care systems in the country. In US healthcare is a privilege to the rich people who can access the medical care. However, there are still some complications in eligibility criteria and confirmation of the income standards (Kongstvedt, 2012). Below are the benefits and drawbacks of having different healthcare programs in various states;
Benefits
The health programs at the state level are essential since they can provide health services to the people in both urban and rural areas on basic level
The health programs across the country can serve the significant issues which face various individuals in the country.

The amenities which are available in the different parts of the states can spread to all the people regardless of their class. It spreads to both those who can access the amenities to those who are deprived amenities (Feldstein, 2012).
Disadvantages
The health services which are provided across the country has to have the same rules and regulations.
Accessing the minority groups has to be done at a fast and also continuous rate.
Some diseases such as HIV, cancer, and Ebola requires a high cost for treatment. The rate of treating these disorders has, however, to be lowered in the states whose income is below the poverty line.
The negatives are outweighed by the positives of the flexibility. It is fair for the individuals who have similar situations to be treated in different ways in various states. This is because all the states are not equal and they vary a lot regarding the availabilities of the health care facilities and other related aspects.
In states, there is more development of health sector as compared to the country in regards to the health and the essential amenities. Individuals with similar situations get to be treated differently in various states (Shi, & Singh, 2014). This is because states differ in both growth and development. You may find some states with high standard infrastructure while others lack this. Also, the increment of healthcare facilities may be different too. For instance, in towns, there could be the high growth of health care facilities while in rural places there is slow growth. This indicates that no matter what, it is challenging to give the individuals with similar situations the same treatment. Therefore, the healthcare program has to vary from state to state to state rather than being uniform.
