A good policy should have a good description of the system that it is addressing. Further, when formulating the plan, extensive research should be carried out to determine all the stakeholders affected by the policy and the benefits of implementing. A policy should be fair and convincing to be backed by other legislators when being passed into law (Hall et al., 2018). After formulating policy, it is taken to parliament where it is either rejected or passed into law. This process is also procedural, and research should also be carried out in this stage to identify the people who will be responsible for the implementation of the policy if it is passed in parliament.
