Assignment #2 Title: Language barrier is an issue when healthcare providers and patients are communicating. Many patients are unable to write or read in English, and this is a major problem when providing healthcare services.
HIPPA is a policy website that addresses the communication barrier issue (Halter et al. 2018).
Agency Responsible for Implementation: The Centre for disease control and Prevention (CDC) trains health providers to be able to learn how to understand dynamic languages from patients. Both state and federal laws ensure that patients who cannot communicate in English get the health care services they require. (Meuter et.al 2015)
Agency Responsible for Enforcement: The federal landscape for language rights in healthcare; the civil rights act, HIPAA, HHS office for civil rights, OCR and executive order 13166 are the agencies responsible for enforcement of the language barrier policy.
The key area of enforcement are patients and the agencies ensure they receive the healthcare services they need regardless of their linguistic barrier. The CDC trains the health care providers to enable them to understand the patients.
Implementation: The civil right Act states that no citizen should be discriminated against due to their linguistic barrier. The OCR investigates any case of linguistic barrier. The executive order improves the healthcare service access for persons with limited English proficiency (LEP)
The training of the health care providers was a program implemented as a result of this policy.

Impact on Health Service Organizations: The healthcare manager should understand that patients need the healthcare services. Providers should learn how to understand patients who have communication barriers. The patients can complain through the OCR in a case where they were not offered the healthcare services due to the linguistic barrier.
Patients through the language barrier policy can get the healthcare service they need.
Translators in the hospitals act as a communication link between the providers and the patients.
OCR ensures that patients can get health care services they need and in case of any issue the OCR investigates it.
The civil rights Act makes sure that patients are not discriminated against due to the language barrier factor (Johnson 2014).
The executive order ensures that better services for people with LEP can be accessed. Providers are trained to be able to understand patients with the language barrier when offering health care services to them (Cefalu 2014).
