Section C Internal Factors

Toledo Lucas County Health Department is headed by a health commissioner appointed by the Board of Health in the Institution. A deputy Commissioner and departmental heads complete the management structure of the hospital. The Board of Health, on the other hand, is currently made up of the President who also represents the city of Maumee. There are four representatives from the city of Toledo, a city of Waterville representative, a city of Sylvania representative, four District Advisory Council representatives, and a health district licensing council representative (Toledo County Health Department, n.d.). Looking at the community health department, there is a departmental head who makes sure that everything runs well in this particular area. This reports to the deputy commissioner and the health commissioner. Supervisors make sure that everyone is doing the tasks they are supposed to with minimal problems.
To come up with new patient education programs, a committee comprised of medical practitioners, nurses, and representatives from the community is involved. This is to ensure an all-inclusive program that does not conflict with the community’s values or traditions. The committee considers factors such as competing needs, resources, and health concerns among other things to ensure everyone in the community has access to high-quality care. Once the committee comes up with a proposed program, it has to receive the approval of the department head, the deputy commissioner, and the commissioner who mostly look at the viability of the program in relation to the hospital’s resources.

In case it has far-reaching implications or is quite an ambitious project, the Health Board has to debate it during their next meeting and vote to either reject or adopt it. The Board meetings are held every 4th Thursday of the month (Toledo County Health Department, n.d.)
