According to Dinah Shelton, the international law systems always form a norms hierarchy. This norms hierarchy comes from where they originate. Hence, different issues have to be handled differently and are never equal regarding how they affect people. Hence, handling them requires one to understand the hierarchy quickly and hence be able to apply any steps that might be there in solving issues. Most of the time, solving issues with legal reasoning follows a natural process where solutions and reasoning come instinctively. To be able to work on the norms of the law, it is necessary that law is understood in its fundamental legal structure, (Shelton, 2006). The norms have to be understood in a way that they will not turn them into legally adhering ways. We are going to discuss the issues between the international law and the international legal system. In this way, we will understand the two properly and deeply. The legal system is obviously different from the law even as the names suggest. But as it should be noted, there is more to the definitions and meaning than just the names. The legal system seems to be a scheme of laws which governs the international bodies and members whereas the international law refers to a policy that is widely accepted internationally and must be followed.
All international organizations just like the countries are continually assuming norms in a way that they do not feel legal obligations towards them.

This is done through texts that do not have any forms of laws within them. Moreover, the same texts are being assumed by states in a way that they have a legal obligation towards adhering to them. This creates substantial effects from the adoption of the texts and the norms by any international bodies just as well as the states. There is another third issue which focuses on law choices being made. This issue is more on the equivalence of statuses and any norms that are conflicting in the application. Hence, breaking up international law into hierarchies leads to an increase in the conflicts, (Esty, & Winston, 2006). The main issue is that the breaking up of the laws leads to a situation of uneven application of the law to certain situations. Some people may feel as if it is an issue of the law being applied in a substandard manner. Every issue occurs in a different concept and context in its right. Another problem with the breaking of the international law into a hierarchy is that sometimes the law is applied contextually which means that a state determines whether something is right or wrong when addressing it.
In conclusion, the legal system differs from the law in the international arena. The international law refers to sets of rules applicable to govern the accepted norms internationally. The legal system that is employed internationally refers to a scheme of laws that are normally applied internationally. We have noted that international bodies decide to apply the laws in a method of hierarchy where the law is fragmented down, (Shelton, 2006). This creates a situation where biasness may results and to the unjust application or rather uneven application of the same laws to situations. The determination is made depending on the context rather than on what the law is stating. Hence, laws are made into tribunals that are employed international rather than wat should be done.
