Educational reform implemented in 2013

Introduction

The purpose of this essay aims to analyze the political and legal context of the educational reform implemented in 2013, having as its purpose to transform one of the most important aspects for the country, education in Mexico.

In our country, it was very common to see schools without students and students without teachers. Daily national media showed society the educational strikes around the country. There were diverse opinions about educational reform, everyone handled and alter.

Having control of the National Union of Workers at the Service of the State (SNTE) was one of the most relevant issues of educational reform, in terms of the distribution and administration of places to teachers, better control and exact counting of thenumber of teachers, to know the exact number of teachers with more than one place, in addition to controlling the distribution of work to trained people who met the requirements. This reform was characterized by being more work-administrative than educational and the consequent fall of the life union leader of the Magisterium Elba Esther Gordillo Morales.

Upon arriving with a permanent evaluation to the teachers that aimed to evaluate the performance of the teachers in the classroom, through a knowledge exam, with the objective of carrying an analysis of the skills of each teacher and thus be able to identify the aerialsof opportunity to which he could aspire. The most relevant thing about this reform was, that there would no longer be the inheritance of places to the children of the teachers, in this way the new candidates for participating in an opposition exam contest for a trusted square for a trusted square.

Wait! Educational Reform Implemented In 2013 paper is just an example!

Developing

On December 1, 2012 Enrique Peña Nieto took possession as President of the Republic and in his first presidential speech he announced the sending of an educational reform to the Congress of the Union. In February 2013, the educational reform was declared constitutional and promulgated for its entry into force, I do not modify our Mexican Constitution which governs us, so article 3 does not change where it makes clear mention that public education is mandatory, secular and “free ”so costs will not be high, much less think of privatizing educational institutions.

The educational reform from the beginning was rejected by the Magisterium of the Nation, which originated a great conflict throughout the country paralyzing basic education and delaying the academic performance of the students. I arrive with many proposals for changes for education, such as the evaluation proposal for all teachers in our country, which the same SNTE and the teachers refused to do it. The results of the evaluation were not very encouraging, and they found a high index of failed teachers.

The SNTE maintained control of the educational system, as well as the key positions, in addition to having the approval of the commissions to obtain the position, and when you got to have that position, who was going to be loyal to the authority or the union?

The traffic of squares, was a practice that existed before the 2013 reform in which the SNTE had half of the vacancies available or newly created and were distributed under their criteria, which opened the door for sale and to the squaresVitalitia, which were inherited. As there was no contest, it could not be guaranteed that whoever arrived out of merits and capacities, but that, if there was a relative or known in the union, there was a possibility of obtaining the bases; On the other hand, there were those who could spend years covering internsos without being able to have the opportunity to have a. In addition, the squares could be inherited to retirement to a relative and also to market.

As there was no contest for admission, there was either for the promotion, so if a teacher wanted to have more income, he could do it through a mechanism called "magisterial career" in which from an evaluation or selection process he could gain moremoney doing the same job.

The educational reform at first did not intend to sanction the teachers who did not approve the exams, but to train them and strengthen their weaknesses, to obtain a better performance and development in the classroom. The teachers thought they would be fired or have some sanction in their work, but apparently the educational reform does not affect or modify the labor rights of the workers enshrined in the constitutional article 123.

We must recognize that teachers are the fundamental basis for education. Having a good selection of teachers would increase the educational level at all levels, since with the inherited places there are those who would only accept the work for having the place and not for having the vocation, preparation or ability to develop as a teacher and thus with a selectionPrevious for a place, suitable teachers will be selected with greater capacity to perform a very important position that is to educate.

Open full -time schools, was another of the changes implemented, work centers where students would take advantage of the education and teaching that would be carried out. The social sector in education is involved, and private initiative is allowed to intervene in the policies applied to education, for example, with “Mexicans first”. Arguing that autonomy would facilitate the resources used correctly, although we could clearly observe that the background approach was to open the doors to private hands; That in the name of autonomy, parents had to restore the infrastructure of schools, buy educational material, payment of public services such as water, drainage, electricity, etc., Then the government would demarcate from these responsibilities, and it will be one of the pockets of the parents where these expenses must leave.

The other face of the currency of the speech with the creation of full -time schools was that they became childrenFor more than 8 hours children in information and communication technologies.

Changing the diet of students in schools, was a great awareness campaign and a lot.

Basic subjects were increased at primary and secondary levels, foreign language and mathematics. Increasing the number of hours dedicated to reading and decreasing filling subjects. In particular this was a great success, since it is very important to reinforce basic subjects such as English, since it is a basic language for the industry. The national education system was promoted, and equity was strengthened, forcing the State to guarantee the quality of compulsory public education.

conclusion

From my point of view, the conflict was that well established strategies were notobjective.

However, society’s opinions continue to be divided between those who support the measures of the SEP and those who consider this reform to violate the rights of educational workers, who do not seem willing to leave their fight.

Mexico being a country in development, we know that we have a low "educational quality" compared to the other countries, this is not due to the reform that is now taken or to which you want to start taking, if not to theeducation that you have always and the good habits that we lack as people, students, professionals or citizens of this country.

A great example is the lack of reading in the country, there is little the percentage of people with habits and love for reading, where in addition to vocabulary it increases our own culture, if more than half of Mexicans read educational quality would riseBoth students and teachers and would be able to answer the exam where their level is intended to corroborate, and thus approve it. However, as the level you have is known, the teachers themselves refuse to be evaluated and exhibited.

We can conclude that the only thing I am looking for was to end the teaching movement and privatize education. Teachers were never taken into account in any state, their opinion never asked parents; But, on the contrary, politicians, businessmen and deputies and senators were questioned who of course never went to a public school.

First of all, I want to say that these guys have pretty affordable prices. I asked them to write a compare-and-contrast essay and was really impressed with the final cost and, what is even more important, the level of quality.
