6. Hedley Bull on International System Governed by Law
Prior to publication of Hedley Bull’s article, The Anarchical Society, the International Relation theory was dominated by the realist school of thought. The scholarly work brought a different perspective to international states interactions. He contradicted the realist concept that international politics is a pure power struggle between self-satisfied units or states. He proposed that the States of the world are members of a society without governing bodies. He suggests, all states abide by rules and protocols that allow more courtesy in international politics. States comply by protocols to preserve international order as it is essential for such countries in pursuit of security and prosperity. In anarchy society, states regularly interact among each other prompting forming of a system (Reus-Smit, 68). In search of their common interests, they form a society bound by a standard set of rules in their day to day relations and interactions.
In the contemporary world, Hedley’s concept of morality remains a subjective concept. Under current international conditions, Hedley’s anarchy concept is viable though not without challenges. The need to have shared a common interest is paramount for such a world to exist. For example, in the matter of nuclear weapon, different countries have different opinions regarding the issue. Inequality in power is also a hindrance to this concept. Superpower countries such as The US and China seem to dominate other countries.

Sometimes these tend to bring discontent with other countries feeling the super states violate their rights. Cultural diversity and value conflict are also a major setback to this kind of world (Reus-Smit, 66). One meaning could mean something entirely different in a different state bringing conflict among the countries. Common interests among nations have been vital in managing peace efforts and reconciliation. United Nations has always been upfront in restoring peace negotiations in war-torn countries.
