Policy change
The specific policy change is being requested to solve the housing problem is the amendment of the housing and act of 1974. Specific of the policy vicissitudes that have been suggested include the following; an increase in system efficiency to provide assistance effectively, timely and equitable to the needy. Another policy change that has been recommended is that the mandate of the HUD to be expanded to give the department power to protect tenants from mass evictions. Lastly, a revision of HUD’s policies has been requested so as to allow more funds to be used in actual rent payment as opposed to tax and a revision of the qualification criteria (Morales, 2016). Additionally, a special body to help minority races pay rent would be useful in helping minorities avoid homelessness.
For instance, immediately a person receives a voucher, he or she has around 90 days to find suitable safe housing that meets the requirements of the public housing agency. An inspection process also has to be completed by the public housing agency before his/her home can be approved. People can be given an extension in the event there is a need for it but they have to speak with the public housing office before their voucher expires, or they can lose their voucher (Morales, 2016). Section 8-voucher program is a flexible program whereby; the coupon allows people to move once they have been living on the voucher for a year.

Policy changes are necessary for the light of the fact that they will improve HUD’s service delivery making the nation’s housing crisis to be manageable.

My recommended policy changes are the best in light of the fact that they will ensure that only the people who deserve aid will get it and they will use it for the intended purpose. Furthermore, they will help reduce any chances of racial discrimination in the execution of HUD’s mandate. For example, in the event that the policy change of establishment of a special body that I recommended is implemented, it will assist in ensuring that minority races pay rent and this would be useful in assisting these minorities to avoid being homeless.

Those who might decide to fight my recommended policy changes may argue that a complete overhaul of the entire framework of the present housing policies will bring about the lack of effectiveness. For instance, those on a social ground will argue that the removal of the existing framework will bring about an increase in the rate at which families end up becoming homeless.
Economic implications
In the event that financial assistance is granted either as tax breaks or rent assistance for homeowners, this will mean that an increased tax burden on the residents of the U.S. For instance, while it was established to shelter the low-income families from homelessness, most of its resources are used to assist high-income families in tax breaks (Solomos, 2012). In addition to this, in the recent past rent rates have risen sharply. This creates a spiral problem with families in assistance becoming unable to pay the remaining amount.
Target audiences
I intend to reach out to the ministry of housing plus all stakeholders. I will also involve the general population so that they would know who this is achievable and the roles that each party is required to play. I will also involve the legislature and the government as a whole. Additionally, I will involve HUD and private investors who will help in shooting. The message I will be articulating will be the need to change the present housing laws so as to come up with better ones that will help reduce the housing problem. The another message so important that I have to articulate is the essence of the creation of more areas for the population to utilize for housing without really destroying the environment. Environmental degradation is a fundamental issue right now that has to be addressed, and I will ensure that I address the importance of keeping the environment clean and free of activities that would end up degrading it.
To make sure that my message reaches the right audience, I will arrange for workshops and discussion forums where I will invite all housing stakeholders to argue and reason out the essence of my recommended policies. Additionally, I will advertise on newspapers and magazines. I will also visit places that place frequently visit and create placards that I will share with the general population that visits the place. So as to efficiently disseminate my message to the general public, I will make use of notices and adverts. I can also put the message on radio and use online platforms to spread the message. Some of the meetings that I can attend to help and disseminating the same message include workshops prepared by the housing ministry or any of its stakeholders. These meetings will give me a big audience. Normally, big audiences mean that the message will get to many people which is actually my main objective.
