I received a call on an unusually chilly day in 2016 from my co-worker Sabrina at the WB energy team. She enthusiastically expressed that we are going establish our energy academy online training program. The labour market in the United States is facing some foreseeable problems. Under such context, would it be possible that the middle-aged workers displaced due to the adverse demand shocks, attempt to look for new jobs? These employees fall due to their high reservation wage relative to low skills. And consequently, would they become disheartened and drop from labour force? If that is true, how and to what extent could government-initiated training programs help those disadvantaged workers, with reasonable budget?
Research about effects of training programs on middle-aged workers could add some values to current literature. The impact evaluations on job training programs extensively focus on indicators such as earnings and employability. However, not many of them assess the impacts on health status and crime rates, which could be observed relatively and conspicuously among the middle-aged population. Some other questions in program evaluation are also worth to explore. For example, it would be inductive to understand the marginal cost and benefit of the training programs. The information of the advantage and minimal cost of the training scheme can answer the question of whether the program should be upscaled and get more funding. Also, some empirical studies suggest that private sector might be more effective in obtaining satisfactory learning outcomes. Comparison between the effectiveness of public and private sector and proposal of the optimal private-public collaboration model would be helpful.
To research in my field of my interest, I believe my study at H University prepared me well in respect of quantitative analysis. Through coursework including Data Analysis, Econometrics and Time Series, I became fluent in programming using SAS, EViews, R, and Stata. The weekly course assignments in the course Labor Economics also equipped me with some applied econometrics methodologies. These methodologies include difference-in-difference, propensity matching score and discontinuity regression. Anderson. My experience at a think tank sharpened my skills on literature reviews and exposed me to a wide range of topics. For instance, the issues on minimum wage, environmental justice, tax policy and investment incentives, etc. I was impressed by the historical method adopted by Romer and Romer in their attempt to minimise the omitted variable bias in tax policy analysis. Their comprehensive survey of U.S. legislative tax bill is the very foundation underlying convincing arguments. They demonstrate that insights from the side of law and politics are valuable assets for policy research. And that is also what I want to obtain through my PhD study.
Having been working in this field of public policy for years, I desire to build my knowledge more systematically and answer a series questions arise from my work as well as my academic interests. Besides, my topic of interest encompasses a range of fields including labour economics, program evaluation, technology policy, and education policy.
