The SDG and Honduras

Honduras’s experience regarding the SDGs shows that development is hindered due to low levels of peace … The report indicates that, for the moment, no country has achieved SDGs 16. In addition, facing 2030, only Austria, Denmark and Iceland are on the route of reaching it. In Latin America, specifically in Central America, the scenario is not very different, since from 7 countries none has reached it. 

In the case of Honduras, the report presents the SDG 16 as of slow growth, … for the slow growth of actions around detainees without sentences, the indices of perception of corruption and freedom of the press. 

It is evident that the Honduran State does not guarantee access to the truth, many relatives have not had access to justice, if we go back to the 80s, how many disappearances occurred and many families are still with the wound of that loved one. The forced disappearance apart violates multiple rights.

This year several deaths and disappearance have been reported, including: the forced disappearance of the Ombudsman of the Garifuna Rights Alberth Sneider Centeno, President of the Ofraneh and three more people from the triumph of the Cross community. Taking into account that according to testimonies they mention that it is members of the police management who kidnap them, then where the motto is "to serve and protect". It is worrying the different cases of aggressions and violent deaths of members of the Garifuna community and human rights defenders, such as Bertha Cáceres that remains in impunity, the murder of Marvin Damián Castro Molina, a member of the coordination of the environmental movement of the environmental movementSocial del Sur for life, the murder of journalist Germán Vallecillo Jr.

Honduras adopted the 2030 Agenda at the United Nations General Assembly in September 2015. The Presidency of the Republic assumed with great responsibility the commitment to determine its greatest efforts to implement this country agenda. To carry out the 2030 Agenda, the president delegates to the Secretary of General Coordination of Government as the focal point of the SDGs. 

But it was in 2006, when Honduras ratified the International Convention for the Protection of all people against forced disappearance. The search for the remains of relatives is a great debt that the country has with the families of missing people. A challenge is to be able to implement an easy and public database access from missing people that reflects the total number of these people.

In a participatory analysis of the 2030 Agenda, the following aspects are mentioned as impediments to achieve it:

• Under knowledge of who owns the data

Honduras has linked the SDGs in country vision 2020-2022;The national objective linked to objective 16 is: “A Honduras that develops in democracy, safely and without violence.”Are the acts of corruption allow us to achieve objective 16, being a democratic society as such and not permeating results?

Although civil society forms social movements, citizen participation mechanisms are a utopia, plebiscitos and referendums only exist on paper. There are truly no strategies, mechanisms and spaces where the voice of the people is taken into account, with inclusive decision -making. According to the survey of how democracy is perceived in Honduras, the data reflect #, which throws the unknown: what prevention and protection measures the State has, because this is a dream when we see that the rates of violence and inequality increase.

According to the data of the National Honduras Commissioner of Human Rights, there has been a total of 23 murders of journalists between 2015 and 2017. Taking all this in consideration what can be some challenges to achieve the 2030 Agenda, including the construction of comprehensive policies and programs and the continuity of these programs. With each change of government, the structure is redesigned, and we do not know what will bring us in these next elections. The assigned funds and the national budget are invested in other issues and not in favor of human rights, limiting technical capacity;If there is no appropriate resources, this objective cannot be achieved.

Honduras has a Gini index of 0.53, apart from the high indices of impunity and corruption (seek exact data);As institutionality will achieve its objective, if each news that appears is about corruption processes in public instances, apart from processes and outdated technology. This objective is an axis related to other objectives and citizen participation plays an important role. Another challenge is the coordination between institutions, each power works by its side, this must be a strategy from the micro to the macro, municipalities, sector, public and private and a governance, transparent governments and accountability.
