Venezuela’s refugees are people who have been forced to flee from Venezuela as a result of the violation of their rights, violence, insecurity, persecution for political opinions, unemployment, food crisis, lack of medicines, corruption and hyperinflation that together have beencataloged by the OAS as a humanitarian crisis 1 and that need international protection in accordance with national and regional regulations, in particular the Convention on the Statute of Refugees of 19512 and the Declaration of Cartagena.3

The Venezuelan migration crisis has become one of the largest in the world, both for the seriousness of the internal situation in the country and by the uncoordinated and volatile response from the rest of Latin American countries. Between one and three million Venezuelans has set up outside the country in the last four years, and the trend does not seem to send.

The emigration of Venezuelans is on its way to being the greatest exodus seen in the history of Latin America, and the trend leads a path similar to the one we have already seen with the millions of Syrians who have left their country. It is estimated that since 2014, about one million have left the country and approximately 300.000 have requested refugee status in other countries. However, this migratory pressure is also generating increasing xenophobia outbreaks in neighboring states and increasingly restrictive immigration policies towards Venezuelans.

These regional technical secretariats are located in Caracas and in the border states with Colombia: Apure, Táchira and Zulia. Applications for recognition of the refugee status can be submitted to the National Commission for Refugees and their Secretaries or before the ACNUR offices, but the evaluation and decision of the cases is the exclusive competence of the CONARE.
