Introduction
Bureaucracy is responsible for making and implementation of critical government policies. In most countries, bureaucrats enact the rules into practice, and as a result, federal bureaucracy has an influence on policymaking. (Rosen 1998) Despite that, the government does not have the ability to monitor the many factions that form the bureaucracy thus most of its work goes unsupervised. Additionally, individuals who control policies know more about them than the president and his subjects hence they have more expertise. Apparently, it is very difficult to fire bureaucrats even if they are incompetent.
Bureaucracy in Malaysia and Singapore is analyzed by looking at how the state of the civil service comprising of bureaucrats, will affect how the government conducts its activities. Singapore, a city-state in South East Asia, has been declared to have the most effective government due to its authentic and uncorrupt nature.Despite that, the government established the population policy in the 1960s. By 1966, the government enacted the National Family Planning Programme, but the policy might have caused liability because it took long to become effective. However, the neighboring Malaysia is a stark contrast because of its bloated civil service that has been blamed for slow and ineffective government operation. Weiss and Barton (1980)
The civil service’s efficiency in policy establishment and implementation differs between the two countries with Singapore ranked as the most effective.

(Quah 2007) The situation is certain despite the two countries sharing a similar past of getting colonized by the British Empire. In spite of influence from advanced democracies in the past, bureaucracy can be affected by the form of government practiced in a country. Apparently, bureaucracy is necessary and sometimes a liability that can affect the policies used by governments to administer its people and that is proved by comparing two countries that use the aspect to establish and implement vital rules.
Similarities
The use of bureaucracy is vital for effective administration. For instance, both countries were colonized by the British Empire a factor which has provided them with a positive advantage regarding governance. The former colonies appear to be more positive than other colonial legacies of ASEAN countries. Both Malaysia and Singapore have a democratic political system. In such a system the government must establish policies that are examined by responsible groups for example bureaucracy who determine if they are effective to get implemented into laws. In both countries, the role of the public bureaucracy in policy implementation is identified and supported by the government. (National the University of Singapore 1993)
Differences
However, despite the similarities mentioned above, there are major differences in the mode of governments in both countries. Malaysia is a constitutional monarchy and Singapore is a parliamentary democracy. InMalaysia, the long chain in decision making has only been made worse by the “public administration that is dominated by one ethnic community,” the Malay. (Malaysia 2015) On the other hand, Parliament in Singapore is unicameral (single house) that is responsible for government accountability and efficiency. (Singapore 2012) Policy contexts in Singapore are favorable because of its non-corrupt nature while in Malaysia they are unfavorable as the ethnic group Malay practice corruption. The implementation of policies by the public bureaucracy in Singapore is effective while in Malaysia it is ineffective.
Conclusion
Bureaucracy is necessary and sometimes a liability that can affect the policies used by governments to administer its people and that is proved by comparing two countries that use the aspect to establish and implement vital rules. Evidence shows that Singapore has a small government that is effective in implementing reliable policies because it prohibits corruption. Furthermore, the civil service is positively affected by the mode of government which allows quick decision along with faster government response. On the other hand, the Malaysian government is too bloated with many individuals involved in the decision making to act quickly. That has resulted in a government that is bogged down by the slow formulation and implementation of policies.
