Police departments alone, using traditional methods of policing are not able to curb increased crime and violence which continue to drain resources from communities and governments. That is why the Community Oriented Policing and Problem Solving (COPPS) is the best approach to address these issues. COPPS is a philosophy and a strategy that allows the police to engage or partner with the community to solve problems of crime and other increased demand for police services (Denny, and Jenkins 1). COPPS enables citizens to trust the police and thus provide information and assistance to them in the fight against crime. Change, especially of culture is an inevitable challenge each organization must face even in the police department. Therefore leaders must know ways of helping employees embrace it.
For a supervisor to make an old guard excited about culture change, they can identify the catalyst or the reasons for change and then communicate them to the guard (Mierke, and Williamson 3). Supervisors can also speak to them about the importance of COPPS and how it will make it easier for them to manage crime. Most employees are more comfortable in their old culture, and therefore the supervisor should understand their tendency to protect the culture they know. Hence, the supervisor should avoid dictating or commanding the old guard on what to do because he will resist (Mierke, and Williamson 4). The supervisor can continually talk to the guard and also be ready to encounter resistance.

The supervisor can also monitor the old guards progress towards embracing change and reward or celebrate them. Taking time to acknowledge and celebrate even the smallest improvement of the employee can help motivate them to be more receptive to change (Mierke, and Williamson 13). Additionally, the supervisor can teach the guard how COPPS works. The guard might think that the new way of doing things is hard due to lack of knowledge on the subject but training can make it seem natural for them and they may be more receptive to change. For example, the supervisor can talk to him about how to collaborate and build relationships with members of the community. Therefore, leaders can make change attractive even to those resisting for the success of the organization.
