Impact of Non-Negotiation with Terrorist Policy on the Syrian War
In July 2015, the former U.S. President Barrack Obama pronounced a policy bombshell that shredded legitimacy of engaging in negotiations with terrorists. He staunchly declared that the U.S. would remain in the macho mantra of ‘no negotiation with hostage takers’ (Faure, 2015). This was a continuation of the policy made during the zenith of the global war on terrorism after the 9/11 attack. The policy transition enhanced war against terrorism on the ground with the aid of local and regional partners in the protracted Syrian war. However, the counterterrorism attack against the Islamic State has produced unprecedented side effects. It has empowered IS’s Jihadi rivals, such as the al-Qaida-affiliated Nusra Front, that is even a greater challenge to the U.S. and its western allies.
The lack of willingness to negotiate with terrorists in the Syrian war, and instead preferring to use military and intelligence-laden counterterrorism measures have negative impacts on Syrian refugees. It has generated an intricate recipe for the massacre as the war continues with no sign of ending seven years after its commencement (Schneider et al., 2017). Besides, the U.S. and some of its western allies have blatantly refused to let in international refugees from Syria arguing that they pose an apparent threat to the implementation of its hardliner policy.

The non-negotiation policy has greatly contributed to food insecurity in the country. Since the uprising, the country has dramatically changed from a self-sufficient in terms of food security to a net importer of wheat, fruits, and vegetables. Further, the non-negotiation policy has led to the deterioration of education in the country where one in four schools has experienced damages, leaving about 2 million children out of school (Kolstand, 2018). The US should consider negotiations in some circumstances to avert the further crisis that continue to harm ordinary Syrian citizens.
