1. Interest Groups to support the proposal and their political resources
Legislative action is extremely necessary in addressing the challenge of lack of access to timely healthcare services. In my opinion, the proposal for legislative action as a way of resolving the long waiting time and false scheduled appointments for veterans at Durham VA Medical Center in North Carolina is the right way to go. It will significantly improve the quality of healthcare by reducing the wait time for patients. Although the proposal will have immense benefits to the healthcare sector, it is also likely to face a lot of resistance. Hence, I urge you to rally a lot of support for it from different stakeholders.
In promoting the legislative action of the proposal, I suggest that you work with interest groups. Public policy is influenced by the combined effort of all interest groups. (Gray, et al. 41). For instance, you could involve the military officers association of America because they understand the plight of veterans and the professional healthcare associations because they will be directly affected by the policy. The input of nursing staff and other professional associations is also critical. Nurses are articulate in rational and emotional aspects of a policy (Milstead and Short 4). I am of the view that you will need the support these interest groups because their welfare is affected by the legislative action you will be promoting.

These groups could also testify in congressional hearings in support of the proposal. They can also contact government officials informally to lobby for the proposal. The input of these interest groups is also essential because they can present research findings and technical information on veteran healthcare which could significantly boost the proposal. Moreover, involving these groups is also significant because of the political resources that they have including connections with government officials. They also have funding from government that could be used to lobby for your proposal.
2. Interest groups opposed to the proposal
Some of the interests that could be opposed to the proposal including facilities that care of veterans. My opinion is that they would oppose the proposal because it puts alot of pressure on their service delivery. However, I encourage you to communicate with them why the proposal is also important to them. It is important that you rally them to support your proposal.
3. Interest groups without a stand
Although interest groups often take a particular stand in relation to policies, some of them could be undecided. I therefore, advise that you persuade these groups to support your proposal. These groups could include general health practitioners and the media. The general health practitioners could have an interest in the policy but they do not see it as a priority because it does not affect them directly hence the failure to take a stand. Similarly, the media is often impartial on policy development which could make them not have a standpoint. However, providing them with adequate information of the benefits and significance of the proposed legislative action makes them more inclined to supporting it.
Accommodations to be made and their impact
Moreover, there are also certain accommodations that need to be made to gain support for the proposal. For instance, you need to ensure that the interests of healthcare workers who provide care for veterans are met. These accommodations will have an effect on the impact of your proposal because they will help you gain the support of all stakeholders. They will also provide a balance between conflicting interests of various groups.
4. Additional considerations
Moreover, there are additional factors to consider in securing the adoption of your proposal. They include procedures, timing, and external constraints. You need to understand the time frames of key events that influence the development of your proposed policy. Knowledge of the timing and procedures helps you to know who your advocacy efforts should be targeting and why.
Involving the necessary stakeholders in developing the proposed legislative action will greatly influence its success. It will also save you a lot of time and other resources. Additionally, the proposal will be more effective once it is implemented. Stakeholders are more likely to support a policy that were involved in from the initial stages.
