Despite these efforts, the level of achievement and success in terms of combating corruption was not sustained, this is evident from the survey that was conducted and published in 2002 where it was recorded that the level of Mexico in terms of attracting foreign investors had dropped from fifth to ninth place with regard to corruption and crime.
