Firstly, about the concern for human rights, (Haberfeld, Maria, and Ibrahim, 111), we see that President Fox tried to make efforts to ensure more security for the citizens. This effort was instigated by the matching of the citizens on the streets after a number of crimes such as kidnappings, a massacre in Cancun and the murder of several police officers together with prison officials by the narco-traffickers (Haberfeld, Maria, and Ibrahim, 111).
Secondly, according to police legitimacy (Haberfeld, Maria, and Ibrahim, 108-109), which is concerned with how the general public (citizens) perceive the police and how their rights are protected, it is a common belief that Mexico police is plagued by both corruption and a high level of inefficiency. These claims are supported by various data that has been collected from multiple sources. In particular, Fox during his time as the president made efforts within his administration to make sure that corruption rates dropped and were controlled. With such efforts, he was able to receive a high level of recognition which also managed to push Mexico to the 51st position worldwide with regard to the global corruption index which is continuously published by “Transparency International” (TI), which is an advocacy NGO. Despite these efforts, the level of achievement and success in terms of combating corruption was not sustained, this is evident from the survey that was conducted and published in 2002 where it was recorded that the level of Mexico in terms of attracting foreign investors had dropped from fifth to ninth place with regard to corruption and crime.

Specifically, according to Transparency International, 80% of Mexicans stated in 2006 that their police departments and institutions were corrupt (Haberfeld, Maria, and Ibrahim, 108-109).
