Question # 1
The plural executive consists of six offices which have different powers and functions;
The Governor
They can make official appointments to some of their supporters although their choice can be refuted by the plural executive or the senators, can create a budget which is executive as long as it is loyal to the legislative budget, and control the both the military force and the police since they possess authority over the public safety department. They are also given the power to make appointments of judges if a vacancy is available as the state waits for the next elections and can exercise limited leniency on a punishment offered to a citizen (Anthony & Edward 1).
The lieutenant governor
They are usually referred to as the presidents of the states senate and are mandated with the signing of bills and resolutions. They also vote to break the tie in case the Senate holds a sitting in which there is a tie in a voting process.
The Attorney general
They are usually regarded as the chief counsel for the state. Their main function is to represent the state agencies in a lawsuit and issue advisory opinions to the state.
The land commissioner
Their work is to manage and lease the property of the state as well as provide home loan programs.
The commissioner of agriculture
Their work is to promote the agriculture of Texas. They have the power to implement regulatory policies on the control of pests, seed labeling, and safety on grain warehouses among others.

The Comptroller
They mainly act as the states money manager by collecting and disbursing funds. They also offer budget estimates, the forecasting of revenues and school performance reviews.
Question # 2
There are three major agencies in Texas bureaucracy which are grouped based on the services they provide the citizens. The first group of agencies is those which provide services promoting public wellbeing. They can enact limitations, borders as well as other obligations on how privately owned companies or people should conduct themselves. The second group consists of agencies that ensure the states national security is enhanced. They protect the state from threats emerging both internally and externally. The third category seeks to maintain a strong economy for the state. They have the power to implement both monetary and budgetary policies.
Question # 3
The political executive is mandated with the role of making policies, but the bureaucracy plays a vital role in the making of the policies since they provide the necessary data required the political executive to make policies. The civil servants come up with several policies in which they describe both the advantages and disadvantages of every policy and the political executive is tasked with the selection and adoption of one of the policies. The reason the bureaucracy is actively involved in the making of the policies is that it is their role to accomplish and ensure the implementation of the adopted policies.
Question # 4
The legislature controls the biennial grants of the bureaucracy. Therefore, it has power over the budget presented to the bureaucracy. In addition, the legislature decides on the actions to be taken on the agencies within the bureaucracy after the periodic reviews are done by the Sunset Advisory Commission (Anthony & Edward 1).
Question # 5
Upon election, the governor is given powers over the bureaucracy. They have veto power and they can call for a meeting on special occasions in case they have an agenda. The governor also is mandated with the appointment the State’s secretary (Anthony & Edward 1).
Question # 6
When compared with most of the states the size of Texas bureaucracy is considered to be smaller. For instance, when compared with California, the state, county and the local employees in the Texas bureaucracy when put together total to an approximate of 563,000 while on the other hand, California’s bureaucracy employees total to 883, 000.
