The objective of the American War on Terror was not only to protect but also defend the Homeland and the American people. Moreover, the war was also geared at disrupting terrorist operations by depriving them of their necessities of survival. Besides, the Americans have gone further from just fighting terrorist enemies by promoting not only human dignity but also freedom in Latin American and Caribbean regions where terrorists advocate for the oppressed together with the totalitarian rule. In order to realize success in the War on Terror, Americans have decided to employ all the elements that are available within the power. Examples of such elements include military power, intelligence, financial, use of diplomatic and surveillance activities (Mccahill, 2015). In this paper, the kinds of the resources that America has used in the War on Terror and Surveillance in both the Caribbean and Latin America will be covered. The paper will also discuss the approaches that China has used to establish financial power, cultural relations and military with both the Caribbean countries and Latin America.
In the Caribbean countries and Latin America, the United States of America has employed vary many resources as far as the War on Terror is concerned. One of such resources include the foot soldiers. Foot solders comprise of the facilitators, operatives, and the trainers. The foot soldiers are tasked with the responsibility of attacking terrorist and halting the capacity of the terrorists to operate.

Apart from the foot soldiers, another resource that the Americans are using in the War on Terror in Latin America and Caribbean countries is the military intelligence. The forms of the military intelligence employed by the Americans include Human Intelligence (HUMINT), Measurement and Signature Intelligence (MASINT), Geospatial Intelligence (GEOINT), Technical Intelligence (TECHINT), Strategic Intelligence (STRATINT), Open Source Intelligence (OSINT), and Signal Intelligence (SIGINT). These forms of intelligence are important in gathering information concerning the operations of the terrorists (Mccahill, 2015).
Denying terrorists the support together with the rogue states sanctuary is another resource that Americans has used. Americans have decided to treat the countries and governments that support terrorism the same way they treat terrorists. Moreover, the Americans have also worked on separating the link of such states with the terrorists by disrupting the flow of resources from such states to the terrorists. A good example of such states is Iran. It can be argued that the American’s approach to the War on Terror in Latin America and Caribbean countries are bearing fruits. This is because most of the terrorist-prone zones have reduced and the weak governments that were previously promoting thriving of terrorism have been empowered. However, more needs to be done to completely eradicate terrorism in the region (Mccahill, 2015).
China involvement in South America and Caribbean countries
Since the memorable 13 day trip of the President Jiang Zemin tour of the Latin America in the year 2001, together with the visit of the president Hu Jintao in 2004 and the year 2011, the engagement of the Chinese in the Latin American has grown rapidly. As a result, China has developed cultural, military, trade, and financial relations in both Latin America as well as the Caribbean countries. Currently, China is the leading trade partner of several Latin countries such as Chile, Brazil, Peru, Venezuela, and Argentina (Hearn, 2015). Below are some of the approaches that China has used to foster relations with the region.
One of the approaches that are behind the recent good relations between China and the Latin American countries is the fact that China has offered more than economic ties between the two regions. China has proved to be a real friend by supporting projects across the Latin American countries that are directly affecting the lives of their citizens. Some of such projects include funding for the nuclear power plant in Argentina, assisting Bolivia to launch their first satellite, and helping Venezuela to initiate their own drone program (Hearn, 2015).
China has also engaged in the diversification of the energy imports through collaborating with the Latin Americans’ oil exporters such as Brazil and Venezuela. The collaboration is a win-win situation because China needs the Latin American commodities while the Latin American countries also need the cash from China. Another way that has helped China to establish ties with Latin Americans and Caribbean countries is the formation of the Community of Latin American and Caribbean States (CELAC) alliance in the year 2010. This alliance shifted allegiance from United States of America to China (Hearn, 2015).
