Consultancy proposal for Sonkeng garment company, Cambodia.
Abstract
The garment industry is one of the promising industries in the global economy as the number of the consumers demanding the fashion is increasing each day in the developed countries. Also, clothing is one of the basic needs of the human beings. Cambodia is one of the countries dominated by the garment industry and whose economy highly relies on the export of the garments produced. However, over the years, the garment industry has faced the pressures both internal and external that are in massive intense. Some of the pressures include the stiff competition and economic crisis of the globe despite the continuity of the industry to drive the country’s economy. It is because of these pressures that the study intends to examine the role the Sonkeng Garment Company in Cambodia has played in the global trade. It will also examine the export of the garment products and the standard operation procedures and how the two have contributed to income of the company. The study will also examine the factors that led to dropping in the garment industry in Cambodia with focus on Sonkeng Garment Company.

Introduction
3. Background
Cambodia is one of the largest exporters of the garment to the global market where the buyers are developed countries. Since clothing is one of the basic needs of the human beings, the economy of Cambodia highly relies on the export of the garments produced (Beresford, 368).

The garment industry in Cambodia was started on the small scale before expanding and shifting to prominence in the sector in the late 1990s when it became a member of the Association Southeast Asian Nations (ASEAN). Since then, the garment sector has remained the linchpin of her economy. However, currently, the firm is facing many challenges most of them related to garment export and standard operating procedures.
It is in this regard that the study intends to examine market factors that led to decline in the income of Sonkeng Garment Company in Cambodia. The contributing factors to the collapse of the Cambodian garment factory are attributed to poor mode of export of the garment products and the standard operating procedures. The study intends to propose ways in which Sonkeng Garment Company can improve on its exports. The study will also examine the nature of standard operating procedures of the firm and how best it can minimize on the operating expenses incurred through these procedures.
Consultancy agent’s background
The selected consulting firm is prominent in the field its industry as it has progressively been carrying out market research at the same time training the research team to execute their survey duty for the last 11 years. The firm has a valid TCC, and it hires qualified personnel whom it can entrust them with the client’s work. For the case of the assigned field manager for this particular consultancy, he has a minimum first University degree and a postgraduate degree in statistics and more than five years’ experience in the market research locally and internationally. He was previously UN employee in the department of statistics as the head of the department.
Potential Client
Despite being the economic pillar of Cambodia, over the past years, the exportation of garment by Sonkeng has declined calling for immediate consultancy intervention. The situation worsened when the factory started facing pressures including the stiff competition and economic crisis of the globe leading to the decline in the level of garment exports (Vixathep, Souksavanh, and Nobuaki, 368). The decline in the exports has contributed to the negative performance in the economic status of Cambodia starting with the loss of over 63,000 jobs (Natsuda, 475). As a result, the government swiftly took steps both monetary and fiscal to mitigate the negative impacts that were befalling the Sonkeng garment company (Frost, Stephen, and Mary, 39). The issue is a serious one that needs the assistance of the consultant as it is affecting the economic performance of the country.
Marketing promotion
The professional experience of the consulting agent in monitoring and analysis of data was demonstrated recently when he perfectly and accurately delivered country-level data that focused on HIV/AIDS and child protection. He has worked with the household data surveys and the use of the data in programming and policy implementation. He also has the potential of working with other data sources surveys and methodologies. 4. Objectives
The study intends to accomplish the following objectives:
To find out how the measures put in place by the factory affect garment exporting.
To understand how the company implements its standard operating procedures.
To find out whether improvement in company’s exports and standard operating procedures would help lower the logistics cost of a manufacturing operation.
5. Research method
The research method is a proposal of the methodology that will be adopted in carrying out the project to meet the stated objectives.
5.1. Research start
The research is expected to kick off as from 1st March 2018, and entirely it will approximately take ten weeks before consultancy. The research will involve project design, target population, data collection, analysis and the interpretation of the analysis. Upon commencement of the research, the consultant will work out specific weekly output required to achieve the set objectives of the project.
5.2. Data collection
The researcher will use both primary and secondary sources of data. The primary data will be collected by presenting the questionnaire to the management of the Sonkeng garment company in Cambodia. The people to participate in data collection will include the production manager, sales manager and the accountant of the factory. Both closed and open-ended questions will be administered. The secondary data will be collected by examining the books and other records of the Sonkeng garment company and reading the newspapers.
5.3. Data analysis
The analysis of the collected data will be quantitative which involves measuring the quantity or the amount of something that can be expressed in quantitative terms such as income. Quantitative analysis involves the measures and techniques aimed at producing the data that is quantifiable, discrete, and numerical. Also, the samples need to be represented which is made possible by the use of random sampling (Danielson, & Scott 2006, pg54). Various tools for statistical analysis will be used including the Analysis of variation, the spreadsheet and using the SPSS.

7. Cost breakdown
For the ten weeks, the project will take since the commencement date; it is estimated to consume about US$500,000 inclusive of all expenses. The cost estimates can best be achieved with the help of a budget which shows the number of expenses to be spent on each activity. According to the projected budget, on the hour basis, the project will consume $50. The estimated cost needs to be as accurate as possible so that to stand in for the expenses as they were proposed. If there is an underestimation or overestimations, the budget reviewers will be in a position to discover.
