Introduction

Education in Colombia as it says in the Constitution of 91 is declared as a fundamental right of the person, as well as a public service that proposes a process of comprehensive quality training.

The Rural Integral Ethnoeducational Institution of the official person has the preschool, primary, secondary and middle level, the student population belongs to the Wayuu ethnicity speak their mother tongue, who retain their knowledge, beliefs, worldview, uses and customs thatThey have been transmitted from generation to generation through orality.

Developing

In consideration with the foregoing, it is importantNeeds, characteristics and aspirations of the Wayuu people, since families claim because they observe that some of their children are losing part of their customs.

When the Wayuu boy or girl goes to school stops learning valuable knowledge that is transmitted in the family environment, parents, uncles and grandparents are concerned that over time they may suffer shame for belonging to this indigenous ethnicity, so they ask forthat in the entire training process from the preschool, its own or ancestral education is integrated transversely to the eleventh grade .

The flexibility in the curriculum, in the schedules, in the classes, contents and activities in the process of learning of the students must be in total coordination and articulation with the PEC, the SEIP and the guidelines of the Ministry of Education in order that thestudents develop skills, capabilities to interact inside and outside their context without having any disadvantage in front of those of the rest of the country and the world.

The institution was limited since its inception to strictly complying with the guidelines of the MEN, without taking into account that the student population requires comprehensive training, but which in turn is of a differential approach, as expressed by the Constitution of 91, considering that the Wayuu ethnicity still retains its knowledge, which are fundamental in the curriculum that is offered to the student, an articulation is necessary that guarantees the identity and sense of belonging of El Niño, the girl, the young Wayuu AHis ethnicity, his family and his territory,

Taking into account a contribution from Cajiao where it expresses in the first place, it is very clear that the responsibility for the basic education of children and young people is a collective competence that does not correspond only to the State, but must involve families precisely and concretely to the families, to the solidarity sector, to universities, civil organizations and the business sector. Of course, postsecundaria education, training for work, non -formal education and all permanent education molds, always transcend the walls of specialized institutions and enter with the learning that are acquired in community, labor, recreational spaces, political, religious and cultural. It allows us to understand and reflect on the processes and practices in which as an institution it is failing, when it has ceased to involve for example families and other actors in the construction of a relevant curriculum that properates for the quality of education as a public policy of the public policy of the publicState and that objective that concerns everyone.

As a teaching manager and after reading Francisco Cajiao’s educating society, I can analyze that in practice we hope that the State will solve everything and passively we keep within a bubble as compliant with the directives and we do not do or go further waiting forthat others take the steps that for different reasons do not give the managers and teachers, so I consider that we are indebted to our students.

Comprehensive and quality education or training is not only the matter of the State. Through educational policies and their challenges as established in the decenal plan, guidelines are given to involve all, a task that concerns us many, that is: to the family, teachers, managers, to the institutionof higher education, to society, the child, the young man, and more particular in the context where we are.

The Wayuu Saber, Workers, Traditional Authorities, Indigenous Organizations and anyone who can contribute in the construction of articulation strategies that contribute to guarantee a comprehensive quality education according to the needs, interests and characteristics of the population to which it is servedThey must be part of that process that articulates the entire student learning process.

The process to achieve the articulation of the PEC, the SEIP and the PEC guidelines is possible to involve the educational community through the construction of its own, flexible, arranged and fed educational model with the contributions of all those interested in the integral andstudents’ quality.

The reflexive and aware exercise of the importance of this articulation is essential so that, through different pedagogical spaces, the community is motivated to participate and be clear about the purpose and role of each in the construction exercise of the same.

It is also necessary to intervene the PEC, study plan, mission, curriculum, also permanently monitor all processes through quality indicators, which must be derived from institutional self-assessment and an improvement plan with goals to goals toshort and long term.

The butterfly language also leads us to understand that as Cajiao refers to in his book Educational Society, that the context in which the individual develops, the people with whom they live together, influence the human being in such a way,that this ends up being a construct of a whole set of situations, beliefs, circumstances that in one way or another affect the result is determined by thought, character and everything to what each individual manifests individually.

Guarantees for permanence, efficiency, quality and right to student education require an articulation of their own education and men’s guidelines, so that they feel that they are training for life and learning can be significant.
